What button do I click to allow any member of a community to create tags?

Go here: http://www.livejournal.com/manage/tags.bml

Work as user: change to your community.

The setting you want is at the bottom under Tag Settings. You can either create a set of tags yourself and let members tag their entries, or let members create tags as well as let them tag their entries. :)
