Okay I'm doing this based off Windows Vista so it might be slightly different, but, there is a way to stop the program from running when you start-up the computer.
Go to Control Panel, and there should be something somewhere around the Programs part that's called "change startup programs" or something similar. If not, open up Windows Defender (accessed through Start, All Programs). Go to the Tools menu, then Software Explorer, then choose Startup Programs in the Category menu. Then scroll down the list and find HP-whatever and click on it. Then on the right-hand side, click Disable and that should do the trick.
Again, I've done this based off a Vista computer so it might be a little different on your Dad's one.
