In my mind, the Guardian angels would be like a separate group of angels with different rules, since it seems they're already split up into ranks - arch angels, more powerful leaders like Anna and then your everyday soldiers like Castiel - and maybe Guardian angels are lower down the ranks still. At least in the beginning. :)
